The Church has severe penalties for anyone who “leaks” any of the election details of a conclave. And similar penalties for anyone who tries to be a political style “candidate”.
OK they said a certain cardinal was “considered”. That doesn’t necessarily mean that he got even one vote in one ballot. And regular Canon Law doesn’t provide much on it. The special law isn’t readily available in English, but what it requires is not total secrecy after. It requires total secrecy during. No papal election since the telegraph has not had cardinals discussing who was nominated.
