The encyclical Iniquis afflictisque by Pope Pius XI was the most recent public condemnation of a specific nation’s civil law. Could not a pope, in a similar manner, publicly condemn, e.g., Roe v. Wade in the United States?
 
Yes, and the Pope has been condemning abortion, by promoting respect for life, for quite some time.
 
Rowe vs wade basically threw out abortion laws based on a technicality. That technicality is still valid but that does not mean that abortion is protected under the constitution. RVW was a referendum on privacy that got applied to abortion not a referendum on abortion itself. As such it may be a bit hard to demonize the ruling in itself. If there is a law on the books some where allowing abortion or promoting abortion that would be a better target for a papal statement.

While efforts must be taken to save the mother’s life, efforts must also be made to save the child’s life.
