From reading the quote you gave (and thank you for providing it) it is clear that the Popes saw this developing and tried to stop it. Good for them.
But, as has been said that, was not an infallible, or even doctrinal matter: it was a prudential matter to be applied to a certain area; as such it can be modified.
What cannot change are doctrinal teachings that have been handed down by the apostles and defined as true by the Church. This is the unchanging “deposit of faith” that Catholics are bound to adhere to, and which, obviously, cannot be changed.
