Possessor and the giver of all truth

I have been unable to determine where this phrase “possessor and the giver of all truth” comes from. I find it used in sermons, prayers, and discussions as if it were scripture. Yet I can not find it in the bible or anywhere else for that matter. I am not a Catholic but I have found some slight indication that this phrase may have it’s origin in the Catholic faith. I would really appreciate your help on this. Thank you.
 
I’ve never heard the phrase at least not that I recollect, until now, but it does show up in Barclay’s commentary on the bible, which has been widely read. If you come from a certain background, it is quite possible that you have heard sermons that used him in preparation.

The phrase reminds me of this verse a little:

John 16:13 When the Spirit of truth comes, he will guide you into all the truth…
 
Pug, thank you very much. This has been most helpful. I will follow it up. I do not have Barclay’s books but I will search one out. It very well may be an adaptation of the verse you quoted. Thanks again.
