Prayers said silently by priest

I noticed the other day, when the priest holds up the bread and says “Blessed are you God of all creation, through your goodness…” same with the cup… its now silent with no response.

I remember always hearing the priest say it and responding, “Blessed be God forever”

I also remember hearing his words when he washed his hands…“Lord, wash away my iniquity and cleanse me from my sin” now is also silent

Is this up to the individual priest or was it a change?

The Preparation of Gifts has an option of saying the prayers in a low voice, or when the Offertory Chant is not sung, loudly with an acclaim from the people.

Aside from the two blessings of gifts (“Blessed are You, Lord God of all creation…”), the other prayers are specifically noted in the rubrics to be said “quietly”, as in not audible to the congregation; I’ve seen several priests over the years say them aloud anyway, but they weren’t meant to be (as far back as at least 2002, anyway).

They can be said aloud or quietly - it usually just depends on whether there is music being played/sang at the time.

It is said aloud with the response if there is no singing. If there is singing, this is said silently with no response.

This is always to be said quietly. If your priest was intentionally saying this aloud so as to be heard, then he was not following the rubrics.

It is said aloud with the response if there is no singing. If there is singing, this is said silently with no response.
This may be said aloud if there is no music. So it may also be said quietly at all times.
 
In my parish on Sundays, while the chant was being sung, Father would only say it loud enough for the altar servers assisting him to hear. The servers would then also quietly say the response back to him. I always liked that.
