The last sentence of Catechism of the Catholic Church in 2243 states “The faithful also have the duty of providing for the material needs of the Church, each according to his abilities”.

How do you interpret this? (local parish? diocese? universal church?)
What about contributing to local organizations that help with the corporal works of mercy?
What about helping someone directly in need?

Helping your local parish/diocese/the Church at large and contributing to local organizations are not mutually exclusive. You ought to do both. For me, I alternate weekly between donating to the parish collection plate and the St. Vincent de Paul chapter of the parish. I attend Mass there after all, and they need money for electricity, heating, hosts and wine for Mass, etc.
