Basically, know that the Church allows many different opinions on predestination, but within these boundaries:
- God does NOT predestine anyone to eternal damnation. This is the Calvinist doctrine of double predestination and is an EXTREME heresy.
- Nobody can be saved apart from God’s grace.
- We have free will. Though God may predestine, our ability to make free choices is mysteriously preserved and unaffected.
Anyone a bit more knowledgable on Church teaching is welcome to add to these criteria.

God decides to create this world instead of another from the infinite choices that there are. He wants this to be a world where there can be love. And love can only exist where there is free will. And where there is free will, there are individuals who will make the wrong choices. Free will is free will ; God does not force anyone to do anything.
