Is the birth of a person or the creation of a soul predestined? Is it inevitable for a person to be born?

I do not think so in the absolute sense, but God knows who will come to birth and who will not. From this, you might infer that those who do come to birth are , in effect, predestined, but the free choice of the parents was never taken away.
