I don’t think there’s any prohibition against it. Is there a real life situation you have in mind or are you just asking hypothetically? 🙂

Any baptised Christian meets that criteria. I wonder if the OP is asking about a non-Christian? :confused:
 
I believe it is fairly common for families with one spouse who is Catholic and one who is not to bring up the gifts.

In the case of nupual masses or funeral masses the ‘community’ may consist of more non-Catholics than Catholics.

Candidates and catechumans may not be fully initiated but they are still part of the community.
 
My wife and I are not Catholic but attend mass regularly and have been asked to present the gifts more than once. We are baptized Christians.
