Why priest and deacons are dressed the same. In a black suit with a white collar. Is a little confuse .

they don’t dress the same in all times and places
here deacons where polo shirts with their parish logo, or that of one of the conferences or organizations for deacons they attend, with slacks or khakis. that is kind of the universal uniform for men down here (when they are not in jeans with Stetson hat & cowboy boots, or in beachwear).
The local bishop decides what they wear when “on duty” or for street wear.

during liturgy the deacon wears the stole particular to him, over one shoulder and clipped to the other side at the waist, and can wear a dalmitic (it looks like a chasuble but has square corners at the bottom, not rounded like the chasuble).

If you look closely you will see that the dalmatic actually has sleeves. 👍

In many dioceses permanent deacons are forbidden to wear the clerical collar except in very rare circumstances.

You really can’t make assumptions based on someone wearing a clerical collar. The person could be ordained, could be a seminarian, could be a Protestant minister. There’s a good chance he’s a priest, but it’s not guaranteed. In my area, the only time I see a deacon in distinctive dress is at Mass.
