Priest does not wash hands before Consecration

A local priest does not wash his hands or say the prayer “Wash me on my inequitity, cleanse me of my sins” before the consecration. I’m meeting with him next week to to discuss the issue, but he said he thought the the discussion would be useless. In my letter to him I referenced GIRM 24, 75 and 76. Where would I get the rubics of the Mass or other help? Thanks

Do you have a more recent revision?
 
It’s not optional. He should do it. But he probably won’t.
