Even as a lifelong Catholic, I was never aware of the control that an Ordinary has over the Masses said in his diocese. I was wondering, if a priest for example takes a youth group solely from his diocese camping in the territory of another diocese, is he required to get a celebret from the Ordinary in that diocese? What about weekend conferences where priests travel from various dioceses and say Mass. Are we to assume each one of them is supposed to have petitioned the Ordinary for a celebret. What about priests who visit relatives out of town? or go on pilgrimages say to Europe? Is here some type of reciprocity agreement between dioceses? How about religious orders in a monestary in good standing with the Church who do not have faculties from their local Ordinary? Are their Masses valid only for themselves, but not the general public? Is there any gray areas where church law is unclear? In the 1980’s, before Ecclesia Dei, one would often read about priests flying in to say the Traditional Mass (now Extraordinary Form) for groups of people. Assuming they were priests in good standing somewhere, what were the limits of their authority? Can anyone shed some light on these questions?

no need to worry, not your problem, assume that any priest any time any place is celebrating Mass properly and with permissions, if needed, and don’t fret about it, it will do you no good in any case.
