Under what circumstances a Catholic priest can marriage? Are there any kind of annulment of priesthood so he can marriage?
 
I forgot to ask also this. All the Catholic priest who are married are out of the church?
 
a priest cannot marry at all, in either the Latin Rite nor the Eastern Rites.

a priest can apply for the process of laicization, whereby he is returned to the lay state, which requires an application to his local bishop and approval by the Vatican. After obtaining that status he can marry, however, as the law stands now, he cannot serve in any public ministry, even those currently open to lay persons.

A priest who simply breaks his vows, abandons the Church and attempts a civil marriage is automatically excommunicated.
 
In the Roman Catholic Church priests are called to follow the discipline of celibacy, which means no marriage.

However, there are provisions for married men who convert from Protestant religions to seek ordination. It does not happen very often, but it does happen. As a matter of fact, in my diocese, we ordained a married priest earlier this year.
In these cases the the celibacy requirement is waived.

It is important to remember that celibacy in the priesthood (in the Roman rite) is a “discipline” not a dogma or doctrine, and it ***could be ***removed as a requirement for ordination if the Holy See chooses to do so.

that is not OP’s question.
he is asking how a priest can marry, and the answer is, he cannot.

And I read the question as under what circumstances can a priest be married, so my answer is just as valid, so I guess we need to wait on the OP and see what they really wanted to ask.
There are Roman Catholic priests (however few they may be) who are indeed married, and are still active priests, so that makes your answer not entirely correct.
 
If a priest wishes to marry, he can request to be laicized and dispensed from his promises or vows of priesthood. The laicization process is not easy, and it is serious business; in most (all?) cases, the paperwork must go all the way to Rome before it can be granted.

Laicization is not excommunication: it is certainly possible for a laicized priest to be in good standing with the Catholic Church and receive the sacraments as a layperson.

However, a laicized priest still carries the mark of ordination on his soul. A laicized priest cannot ordinarily exercise priestly ministry, but he can still administer the sacraments in danger of death.

you are right, OP is ambiguous in his language, but the answer remains the same, Catholic priest cannot marry and remain priests. If he wants to ask about married men becoming priests under certain circumstances, the opposite scenario, we will have to wait for that question

The priesthood cannot be removed. A priest will always technically be a priest. However a priest ask his bishop for permission to stop living as a priest. This permission is called “Laicization”.

While living and working as a priest, he is not allowed to enter marriage. However, after being Laicized, he could marry.

Most Catholic priests who are married are members of the Eastern Catholic Churches. There are also a few married priests in the Latin Rite, most who used to be Protestant ministers. In all cases, these men married their wives before becoming priests.

No that’s not correct. Puzzleannie is right.

The OP is asking how a priest can marry and not how a priest can be married. They are two different things.

Catholic priests cannot marry. This applies to the Eastern, Latin, and Oriental Catholic churches. A priest may undergo the process of laicization. If he is granted laicization and is released from his commitment to celibacy he may marry. I believe that is some of the Eastern and Oriental Catholic churches where a priest is widowed and has young children he might be given permission to marry again.

What is your actual question: it is vague. Are you asking what happens to a priest who attempts marriage or are you asking if there is any provision for married priests?
