Priests granting permission to miss Mass

In what circumstances can a priest grant someone permission to miss Mass on a holyday of obligation, Sunday or solemnity of precept? To clarify, I mean other than being in a situation where the Church generally allows a person to be absent, e.g. ill health, carer responsibilities, severe weather, no Mass available, etc.

Can any priest give such permission or must it be a person’s parish priest?

Boy, Matthew, that’s a hard question to really answer. My thought would be that the situation would have to be serious, and the priest would make a judgement call on the request. It would seem there could be many reasons to grant that permission, and each would be unique to the person, place, time and situation.
