What prayers does the priest say just after the initial incensing during the Divine Liturgy? After the Royal Doors are opened and the priest is facing the altar he prays silently while blessing himself 3 times. What is he saying?

There are various Churches so the answer is not unique.
 
After the initial censing (done by the Deacon, if there is one) while reciting Ps 50/51, the Priest (or sometimes Deacon in Priest together):

O heavenly King…

Glory to God in the highest, and on earth peace, good will to mankind. (2x)

O Lord, You shall open my lips, and my mouth shall declare Your praise. (once).

The wording will vary according to jurisdicdtion.
