In the scripture we see that casting lots was a function of the priesthood. Was this a function of the priesthood only? Other than the roman guards casting lots for The Lord’s garments do we see anyone else?

Casting lots isn’t a ‘function of priesthood.’ It was the way Matthias was chosen to replace Judas but it certainly isn’t a priestly function.

1 Chron 24 shows casting lots as a function of priests, also we see it in Lk.1:8-9.
Now are there any other figures in scripture who cast lots other than the priests?

According to A New Catholic Commentary on Holy Scripture; section 249j, the casting of lots was “basically a process of elimination” and was “a duty reserved to the Levitical priests.”
