What hour of the morning is Prime prayed? Also, why is it absent in the current LOTH?
 
Usually early in the morning starting at about 6 am. It was abolished by the commission for the reform of the liturgy as it was seen as redundant. It made more sense when Matins was Vigils and Lauds combined with Lauds being at sunrise. With Vigils and Lauds usually seperate and at fixed hours, with Lauds usually after 6 am in most places, Lauds and Prime would be too close together.

For instance at the abbey I’m affiliated with Vigils lasts from 5 to 6 am and Lauds is at 7:30. Instead of adding an extra hour the monks use the time between Vigils and Lauds for lectio and private prayer. Some communities though have chosen to retain Prime even when using the Post-Vatican II monastic Divine Office.

Incidentally it was not the Second Vatican Council that suppressed Prime. The Council had ended before the commission to reform the liturgy had completed its work in 1970.

It was the council itself that ordered its suppression in SC 89 and its omission was already permitted as early as February 1964 by papal Motu Proprio (Sacram liturgiam).
