This looks like an over reaction to the abuse scandals and it is certainly not going to encourage any love of the sacraments with the children.
The “old-fashioned” confessional booths would solve a lot of the concerns, and as previous posters have pointed out, they aren’t around much any more.
Kids need privacy, just like anyone else. I, too, used to go to confession on Saturday evenings when I was a kid and the privacy of the confessional was something I cherished. The thought of having to be seen by all and sundry, makes me shudder.
