Can only your local parish priest dispense you from a private vow, or can any priest?

Whats church current teaching quotes?

What if my parish is two villages. The head parish priest is on the other village, and another parish priest for my village. I must go to the parish priest from my village?

Must I receive dispensation in confession with him? Or outside of confession?

See your proper pastor or ordinary (bishop). CIC Can. 1196 In addition to the Roman Pontiff, the following can dispense from private vows for a just cause provided that a dispensation does not injure a right acquired by others:
1/ the local ordinary and the pastor with regard to all their subjects and even travelers;
2/ the superior of a religious institute or society of apostolic life if it is clerical and of pontifical right with regard to members, novices, and persons who live day and night in a house of the institute or society;
3/ those to whom the Apostolic See or the local ordinary has delegated the power of dispensing.
Can. 1197 The person who makes a private vow can commute the work promised by the vow into a better or equal good; however, one who has the power of dispensing according to the norm of can. 1196 can commute it into a lesser good.

Normally one would ask ones own Pastor.

Yes it can be done outside of confession.

It does not have to be done in confession. You must be a subject of the priest or superior or delegate, that gives the dispensation. This can happen in various ways based on where you live and how long, if you are an established resident or planning to be, if you are a member of a personal parish or ordinariate.

What.evidence.of current church documents supports this? (outside of confession aa dispensation may be.given) any quotes?

There is no mention in canon law of such a requirement for a dispensation. A dispensation is not absolution. As an example, dispensations are given all the time for marriages, by the bishop or his delegate, in writing, upon written application.

So could I email my bishop for my dispensations, or could I write a letter to my parish priest for my dispensations (including a stamped addressed envelope of course for him to reply),

Because I am living in village B I should ask for my ddispensations from Priest B?

Eg a vow to never eat Outside of three main meals daily

Priest A sounds like vicar forane (in canon law) which has a role defined by the bishop. You would have to ask about what he can dispense. The letter may be the best approach. I am unsure if e-mail would be answered. Can you contact the office of the bishop for instructions?
