Promises of the Rosary: What did Our Lady really mean?

Do those who pray 5 decades of the rosary daily open themselves up to the 15 promises of the rosary or is that only available to those who pray all the mysteries daily? I was reading something recently that said those who pray one 5 decade rosary are not availing the promises. Is this true?
