Protestants - Who decides what are the essentials?

I have been told that all “Bible believing Christians” agree on the essentials but may have subtle (unimportant or non essential) differences in theology at the margins.

However, It has come to my attention that not all Protestants believe in once saved always saved. Personally i would put how we are saved in the essential category. So what are the essentials and who gets to decide what makes the list and what doesn’t?
