Public Funding for Contaception?

Does the church have a teaching against public funding for contraception? What if it is for non-abortifacient contraceptive means?
 
It would scandal since that would be helping others to sin.
 
Yes. The official teaching is that contraceptives are an evil.
 
Or rather, the contraceptive act is evil. The substances involved are morally neutral.
 
True. A condom can be morally neutral. One can use a latex sheath to keep matches dry when in the outdoors. But there is still the issue of purchase supporting the companies… but in and of itself latex is latex…
