Okay, this happened in parish at least before. The priest use to pour the Blood of Christ into the chalaces right before Communion, but since a letter to all the priest that says it is an abuse, we have stopped. But now at the end Communion, the priest comes back and purifies the chalaces. At this time, he pours water into one chalace and then distributes the water and Blood of Christ to all the chalaces and then finishes purifying the chalaces. Now, is it an abuse to pour the Blood of Christ at this time too? I think it is, but need an second opinion about it.
 
Redemptionis Sacramentum states that it is an abuse to pour the Precious Blood from one vessel to another. It does not state that it is OK to do it after communion, but not before. If your Bishop has ordered this practice to be stopped, then the priest must obey that, both before and after communion.
 
actually its not so simple. It depends on how much water and precious blood are in the chalices. When the accidents of the wine are gone so is the precious blood. This is only done after as much of the remaing precious blood in the chalices has been consumed. Then to remove any remaining sacred elements (in the priest’s chalice there are particles of the body of Christ) from the interior of the chalice the priest pours water in, this can be poured from one chalice to the other.
