Purpose of the Homily

What is the stated purpose of the Homily and why is it that only a priest, or deacon can give the Homily?
 
From the Catechism:
Preaching by an ordained minister to explain the Scriptures proclaimed in the liturgy and to exhort the people to accept them as the Word of God.
 
On EWTN I think it was yesterday 1/9/2007 the Homily at Mass spoke to this very question. I think you can get the homilies on the web site at www.ewtn.com 👍
