Diocesan priests having their own funds isn’t unusual. It’s also possible that one or more of the other people going to these meals are covering them. One cannot assume that parish funds are being used. Proof is necessary.

Also the parish council is advisory only. The purse strings are held by the priest.

Please bring it to the parish council. They may be under the rector but at least the issue is brought into the open.
 
You’ve had some good advice here, though. You can’t be the only person who is aware of this, right? So get yourselves together and document, document, document. Is it even remotely possible that he is in fact using his own money?
 
Is it acceptable that a pastor takes fellow clergy, seminarians, and non-clergy friends out for expensive meals using parish money on a regular basis?
You should contact your diocesan office of temporalities for the accouniting standards and review the diocesan norms for compensation of the clergy.

This is an issue of propriety, an issue of diocesan accounting principles, and an IRS issue.

A priest can be on a meal allowance or an accountable plan for meals, but not both per the IRS. Clergy meals away from the parish or on the accountbale plan need to be for the convenience of the parish and for parish business and conform to IRS regulations.

Reimbursement for meals for other clergy or parishioners should be confined to parish business.
A parish is obliged to provide meals of high quality to all the priests in residence, including restaurant meals when they are out.

No. This is not common and the parish finance council needs to speak to the priest and to the diocesan vicar of clergy if necessary.
