Question about receiving a blessing

Are the Eucharistic ministers allowed/able to give a blessing to those who ask for it? I ask this because I was going to receive a blessing one time, but was told by the minister that they could no longer give a blessing. He said that only the priest, or the deacon, may give a blessing.

First, they aren’t Eucharistic Ministers, but Extraordinary Ministers of Holy Communion.
