Was there something in particular going on in the late 19th century that prompted this council and declaration?Depends what you mean by “papal supremacy.” And remember, dogmas aren;t officially “declared” until there is some reason to, such as a significant challenge to them. Which is why the immaculate conception was only recently defined, yet that belief can be attested to in writings from the patristic age.
If you look at the Gospels and the Book of Acts Peter clearly acts as leader of the Apostles, both in praying in the Temple area, preaching on Pentecost, and leading the Council of Jerusalem.
The earliest non-biblical evidence of “papal supremacy” is sometimes taken to be the First Epistle of Clement (info here), in which Clement, as Bishop of Rome, admonishes churches in other areas.
The First Vatican Council clarified many teachings about papal powers, including papal infallibility. The Pope’s universal jurisdiction, to which you may be referring, was discussed at many other councils throughout history as well.
