If a person who is single takes up the Consecration to Mary as taught by St. Louis de Montfort, can that person still marry?

Most certainly. What the Consecration involves is the dedication of your life to Christ, through Mary.

In no way does that invalidate any vocation that Christ has in mind for you. To the contrary, such a consecration means that you are making yourself more willing to accept whatever God has in store for you.

At no point during the consecration do you make a vow of chastity, nor would you.
