Question on Vigil Lights

So, what exactly is the purpose of lighting a vigil lamp?
I know our parish has some by the statue of Mary and also by the statue of Joseph.
When would you use them? Can a non-catholic light one?
 
The lamps, or candles, are symbols of one’s prayer. So, you light one for a prayer intention you have. And yes, a non-Catholic is free to do so as well.
