However, the caveat here is sacred minister. That is why I find it odd that a priest (or deacon, and, no I didn’t forget that a deacon is also clergy) would not have to be present.
Maybe my diocese is the oddball in the group, given the fact that 98% of my city is Catholic and the Catholic parties (in a mixed marriage) are very insistent (at least the ones I used to deal with regarding weddings when I helped the wedding coordinator) that there be a Nuptial Mass (a lot of this also comes from the families of the Catholics involved). Thus, the instances where the wedding would take place in a Protestant ecclesial community would still invovle having the priest go and witness (the priests in my diocese do the majority of the weddings here, that’s why my statement defaults to the priest) the marriage.
