Is it a sin to make comments or tell jokes that are innapropriate if you think of them, and then say them without really reflecting on the morality of what you’re about to say, but you regret saying it afterwards? If so, is it venial or mortal?

From what you are describing, you would not be guilty of a mortal sin because you did not have sufficient reflection on the matter beforehand, thus the condition of “full knowledge” is not present.

As to whether it is grave or venial matter - a priest once told me in confession it is only venially sinful.
