Possibly what is know as Postbaptismal Catechesis or Mystagogy. This is an extended period of time where the neophytes are introduced into a fuller understanding of the mysteries through the Gospel message and grow together with the community. In my parish, we take a two week break (after the Easter Vigil) and then come back for two additional times together. I know this past year the group also had to make up three times which were cancelled due to snow. Bottom line is you are fully Catholic after participating in the Easter Vigil and receiving the Eucharist. That said, why would you not want to continue to learn about the Catholic faith? Not one of us knows everything and it is a learning journey until the day we die. The length of the RCIA process should be based on each individual. Speak with your priest for clarification.

Probably because as one learns the faith, it is perhaps entirely possible to sin mortally before being baptized and maybe these would not be washed away with baptism in the same way sins that occurred before any knowledge of the faith would. Just speculating though.

I’m not why they would say they aren’t Catholic yet though. Certainly we never questioned our Catholicity between First Communion in second grade and confirmation in seventh.
