If a catholic and a non-catholic (baptized christian) are married this can be sacremental.

Assume everything is done through the Church as whatnot

Indeed, it is as you say. The reason for this (apparent) disconnect is that the Church teaches that the first sacrament to be received is always Baptism. Therefore, a Catholic and a baptized Christian can participate in a sacramental marriage. A Catholic and a nonbaptized person could have their union blessed, but it would not be sacramental for the same reasoning.

A Catholic / non-Baptized marriage is not a Sacramental Marriage but a natural Marriage and is a true Marriage and indissoluble. If the Bishop grants a dispensation for the Catholic to enter Marriage with a non-Baptized person. Otherwise Canon Law says that the Marriage is invalid. Yes an invalid Marriage can be Convalidated after any impediments are removed and the necessary permissions and dispensations are granted.

It also becomes Sacramental at the moment the non-Baptized person receives valid Baptism.

A valid Marriage between a Catholic and a Baptized non-Catholic is always Sacramental.
