Our school provides us with computers and we receive a list of rules regarding the usage of these laptops, and are required to sign at the bottom that we accept the terms. One of the rules is to use the computer for school related websites only, but it is implied that it is only when using the school’s internet and last year the IT man said it was fine to visit non-school websites at home. But I am worried that I am commiting a sin by using the laptop for non-school websites because I was absent from school when our class had the lesson on how to use the computers which is when (the previous year) the IT man said it was fine. What happens if they changed their minds though? I am so confused.

You were told you could use the pc at home for non-school related websites. No sin. End of story. It is irrelevant if they have changed their minds which you do not even know anyway!

Ditto this. You are not expected to magically know if they change their mind. If they cared that much about it and changed their mind, the guy that told you it was ok would presumably tell you that it was no longer ok, or they would emphasize that it was not ok even at home.
