What type of equipment do you use for typing? If the < and > are not at the top of your keys, to be used when you engage capitalization, then they’re probably in the nearby area of #, %, and different punctuation marks, etc.

On my iPhone, the alphabet is on the 1st page.
If I tap the key that says “123,” on the lower left, a 2nd page (of numbers and some symbols) appears. By tapping the key in the lower left, that says “#+=,” a 3rd page reveals more symbols and the two arrows for”greater than” and “less than.”

I use a Kindle. I tried that, but the closed I have is this:

Oh, wait I think I found the symbol to click on. Let me try it!
 
Is that how you type it because it still says I need 10
characters.

Try this…

Cat < xxxxxx >

Except do not put in the spaces between xxx’s and the less than and the greater than symbols.
