If the Eucharistic bread is still in my mouth when I get to the Eucharistic wine is it still acceptable for me to receive it, or do I have to completely finish eating before I can drink under the sign of the wine?

You may drink the Blood of Christ before you have swallowed the Body. These days many parishes use rather thick Communion wafers that are hard to swallow. Some have a problem, some don’t, but taking the Blood does make it easier.

Just push it to the roof of your mouth. It will stick there out of the way.

The wine should help you to swallow the host.
There is no prohibition about it either way.

Which brings up this question. Is there a prohibition against receiving the Blood first?

Yes. GIRM 286 specifies that the Body is received first and the Blood second.

If it happens (for some reason) that an individual person, on some occasion, just happens to receive in reverse order, that’s not a problem. However, the prescribed form, which priests are obligated to follow at Mass, is Body then Blood.
