In some dioceses of kerala recital of rosary during adoration of holy Eucharist is encouaged while some dioceses encouraged Which is the correct teaching
 
Either and/or both.

Of course, you could always ask the bishops of Kerala, right?
 
It is certainly permitted to recite the Rosary during Adoration. But there should also be sufficient time for silent private prayer and adoration.

The rosary an be said aloud or silently, so both can happen without any problems.
 
Eucharistic Adoration is a great gift. There is no church law that does not allow the recitation of the Rosary. It can be said aloud or silenty, of course, if there are other people who are trying to pray silently then you should pray the Rosary silently so you don’t interupt them. But, there also should be time for silent prayers.
