If you feel really guilty and have committed a mortal sin, but can’t go to the church because of circumstances, can you confess your sins to a priest over the phone or over email??? I realize this sounds like a dumb question.

Nope. All the sacraments have to be administered in person. And the only dumb question is one that you don’t ask.

Just say a sincere Act of Contrition, tell God you’re resolved to confess just as soon as you can, and maybe call the priest and see if you can make an appointment that’s earlier than the next scheduled confessions.
 
If there is a reason you can’t get to church (sickness, no transportation for an extended length of time, etc.), you can call the church and ask the priest to come visit you and hear your confession.
