Are these people in communion with the Church? What is the Church’s stance on them? Thanks!
 
They are a religious order founded by St. Alphonsus Liguori and are a legitimate order within the Church. There is a group called the “Transalpine Redemporists” which are at very best in an irregular situation, but it seems they are seeking to fix that.
 
How are they seeking to fix that? Why are they in an odd situation?

They are similar to the SSPX, but at least some have adopted a resolution to be regularized with the actual Redemptorists.
