During the summer we had a seminarian do a short internship at our parish. Each week after giving the homily, the priest allowed the seminarian to give a short reflection about how the readings spoke to him. Also, a layman who does the Communion services gives a short reflection regarding the readings of the day. Is this allowed? If not, could you provide some sources stating otherwise?

This is not allowed. Even though this occurred after the homily, this is not supposed to be a practice exercise for a seminarian. This is what Redemptionis Sacramentum states:
  1. Preaching
[161.] As was already noted above, the homily on account of its importance and its nature is reserved to the Priest or Deacon during Mass.260 As regards other forms of preaching, if necessity demands it in particular circumstances, or if usefulness suggests it in special cases, lay members of Christ’s faithful may be allowed to preach in a church or in an oratory outside Mass in accordance with the norm of law.261 This may be done only on account of a scarcity of sacred ministers in certain places, in order to meet the need, and it may not be transformed from an exceptional measure into an ordinary practice, nor may it be understood as an authentic form of the advancement of the laity.262 All must remember besides that the faculty for giving such permission belongs to the local Ordinary, and this as regards individual instances; this permission is not the competence of anyone else, even if they are Priests or Deacons.
If the pastor wants the seminarian to have some “practice” time, he could have him lead a reflection at an event away from the Mass. He could also write some reflections and publish them in the parish bulletin. Maybe he could talk during a retreat or at a gathering, but, the Mass is not the venue for the seminarian.

Thank you, I thought it was wrong. What about reflections during the Communion service?

If he has been ordained a deacon, it is allowed. If not, it is not allowed.

Before your question can be accurately answered there are a few outstanding issues.
A seminarian is not allowed to preach the gospel, unless he is a Deacon.
In different Deaconate programs the seminarian becomes a deacon in his last year. Deacons can indeed preach and read the Gospels.
Code:
Did the layman give a short reflection during mass or at a Communion service?
Not being familiar with Communion services I don’t know if that is part of the duties.
The laity are not allowed to preach at mass, but was he preaching?

Just to clarify, the reflections were given during Mass by a first year seminarian (nowhere close to being a deacon)
