Usually. For example, some sins cannot be absolved by the priest. If the priest does, then the priest incurs excommunication. See Latin Canon 1378.1; Eastern Canon 1457. Sometimes he may say it quietly while the penitent is saying their Act of Contrition. I should think a priest would be more open than that if refusing absolution.I don’t know if he would, but if he doesn’t say “I absolve you” I think it would be pretty obvious that the penitent isn’t absolved…?
