I will take it for what it’s worth, which is that it’s his opinion, as a product of his era and taking into account many countries with prison systems far less just than USA’s even with its flaws. The US system is also rather unjust at times. I see some guy just got freed for being unjustly sentenced to life imprisonment for selling 20 dollars worth of pot because his lawyer failed to object when he was incorrectly sentenced.He included it in Fratelli Tutti , so take that for what it’s worth.
What specifically are you asking? The Pope speaks with the information he has available. He makes prudential judgments to guide the faithful. The Church speaks about stewardship of creation.goout:

Right, that is your answer. Again, it was the Catholic position that was being asked for. And being anti-death penalty is definitely Catholic, unless you believe the Pope not to be Catholic, and you are literally more Catholic than the pope.And my answer is that being anti-death penalty is neither pro-life

I believe that what the Pope says does not define what is catholic. The apostolic faith handed down is what determines if what the Pope says is catholic.
