Discussions have forwarded two interrelated concepts: subsidiarity; and solidarity. My grasp of these two is: subsidiarity as governance at the simplest, lowest level possible; as united by divine principles creating working solidarity; leading to unified consolidations of power solely to foster and effect the exercise of God-given rights at that simplest, lowest level–ultimately the individual–as enabled by the ruler-servant. Those who rule, serve–as Christ the Good Shepherd taught. Peter acts as the Servant of Servants.
This subsidiarity and solidarity loop requires feedback, starting with that prime level of church or government–person to person. The Gospel counsels us to charitably correct others one-on-one; then, if ignored, the offended person is to bring other members in good standing to give counsel and correction; then, if ignored, counsel and correction is to be given by the church; and if that is ignored, the person is to be cast out for the good of individuals seeking spiritual and temporal life, liberty and the pursuit of happiness.
Correction and forgiveness is not unilaterally decreed by the offended party and the offender welcomed back into the fold with no act of good faith. That would erase the will of the offender to be offensive, so to speak. No one may simply move the offender; or shovel pass the offender into counseling and unilaterally decree contrition and correction. No one may apologize on behalf of a recalcitrant offender. The offender must be confronted, and must show contrition as evidenced by their own declaration, reparation and contrite behavior.
The Church is now confronted by outcries against pedophile, pederast and homosexual priests whose behavior has gone uncorrected. Billions in hush money has been doled out to victims. Apologies have been given by Church officials. Millions of dollars has been expended in counseling for offenders, with one psychiatrist at St. Lukes, a treatment facility, observing that his sexual deviant priest-clients are the most hardened patients he has ever counseled. Recidivism is high among all sexual deviants in any case. The American bishops have declared Christ’s warning, that it would be better to try to swim with a millstone in the deepest ocean than offend the little ones, as fulfilled prophecy. Some offenders have been given retirement plans and safe haven while the Church runs out the time clock for their statute of limitations. There has been virtually no accountability to individual Catholic as to who the offenders are, what was done with them, and how much cash has been given out in victim reparation. Victims have had their outcry cut off with gag orders so that “reparation” is really dearly-bought silence.
One case in point is the group of homosexual priests interacting on the “St. Sebastian’s Angels” website. In it, then-Cardinal Ratzinger was demonized as enforcing Church standards against active homosexuals. Children were sexualized, with the St. Sebastian icon of a youth in agony as pierced with arrows being a kind of bondage logo. One photo posted graphically showed what a Scotsman had under his kilt among. Others priests posted pictures of themselves in the nude to solicit sex. Priests discussed forwarding a strategy of pushing the adoption of married priests, and women priests, as steps to culminate in allowing actively homosexual priests. The adamant refusal of these religious fetishists to change, as noted by psychiatrists, is seen in this saga of an outcry that showed the offenders calumniating the offended, and a fitful and uneven response by the Church.
Where, I ask, is the feedback loop? Why is there no open accountability for a response to charges when brought forward? What can be done to correct this? The USCCB’s lay committee included one John’s Hopkins psychiatrist (an institution whose sex clinic was founded by a pro-pedophilia Dr. John Money) who approved of his sex clinic concealing the names of active pedophiles in contravention of state law. Other lay members included prominent Clinton-era pro-abortion Democrats. The alliance of liberal Democrats with offenders has to be observed as the dioceses bankrupted by hush-money payouts in lieu of jail time are generally Democratic venues.

This was rebuffed, and relief was sought from bishops and the Papal Nuncio, all ignoring the issue until it was made public. I invite prayer and action to create an accountable feedback loop to harmonize this much-vaunted subsidiarity and solidarity, especially now that in America alone we are some three billion dollars and untold victims later.
Christ did warn of wolves in sheep’s clothing. Are lie detector tests in order as would be done in any corporation screening sensitive personnel? Would these be falsified? Where did these billions come from and where did they go? May we as Catholics of conscience demand the release of victims from their gag orders as violating the necessity of individuals to be free to set up a hue and cry? Will this happen among misguided Catholics who have, as with my parish, hung yellow ribbons in longing for the return of a homosexual priest (sent who knows where) who sexually abused a retarded teenager who was legally an adult? **
