Removing the Eucharist from the Altar

Are the laity allowed to take the body from the paten on their own?

Recently it has been revealed to me that our Bishop not only condones but allows the laity to approach the altar and remove the body and blood of our Lord from the altar instead of him distributing it to them. Apparently he feels this is ‘pastoral’ when in a situation where there are only four-five people present. He has also allowed priests in our diocese to do the same during weekday masses when there’s too few people to bother with distributing the body and blood the proper way.

I’ve never heard of anything like this before! Ever!
 
From the General Instruction of the Roman Missal:

“160. The Priest then takes the paten or ciborium and approaches the communicants, who usually come up in procession.
It is not permitted for the faithful to take the consecrated Bread or the sacred chalice by themselves and, still less, to hand them on from one to another among themselves.”
 
self-communication is not allowed. Only the priest is allowed to receive by himself, since his hands were anointed to do the task of holding the consecrated species by himself.

Just to be clear, in a Liturgy of the Word with Communion, the EMHC self-communicates per the Rite.
