Actually, that is not correct. Each parishes property belongs to the Diocese and all the property in a Diocese belongs to the Archdiocese, etc… Lay Directors only assist the Pastors in the administration of the Parish, they DO NOT make the decisions according to Canon Law. Parish Councils, Finance Councils, and Lay Directors are only in a position of advising the pastor and/or Bishop.
