I can’t say I blame him. The measure is a political ad masquerading as serious legislation.

The resolution, titled “Reaffirming the House of Representatives’ commitment to the orderly and peaceful transfer of power called for in the Constitution of the United States, and for other purposes,” passed the chamber on a vote of 397-5. The Senate unanimously passed a similar resolution last week.
 
Other than that, I say his vote was a result of sour grapes due to him losing his primary.
 
Why should they promise to something like this knowing it’s going to be a contested election?
