Yes it should, but unfortunately there is only a finite supply of resources. Well, 1/3 of the country lives in abject poverty and millions have been displaced, so I’d say it’s not that hard.I’m sure there are others, but there is the difficulty in determining whether their lives are really worse off without the dictator in place.

The idea of deciding who is and is not destitute based upon data that is over a year old seems very problematic.

Yes, that was my impression as well. Perhaps the OP sees a difference between reconstruction aid and reparations. If so, perhaps he can spell out what he means by reparations.I was under the impression that the U.S. was already spending billions of dollars toward rebuilding Iraq.
