Reporting a cheater at college

Inspired from another thread on these forums. I know it’s a sin to cheat but is a student under obligation to report it if they know of fellow students taking part in it.
And yes I know that it is meritorious for them to speak up and report it but my simple question is whether or not it’s a sin /I. not to do so.

No, it is not a sin not to report a sin, OK?
Or are you a police officer?

First you must be reasonably sure that the person is cheating, then you must address the issue with the individual before you do anything else. Reporting the individual to the college administration might be the proper thing to do but it should be the last available step.

If you do not try to address the issue with the individual first, then you are probably sinning by reporting him to the school. For a behavior to be moral it must be done because of the proper intent, the act must be right, and the circumstances must be appropriate.
