I think that one priest who serves indult masses told me that he is not allowed to serve public TL masses more often that Novus Ordo masses according to Summorum pontificum. I think he even said something in the sense that he musn’t serve TLM on days on which he didn’t serve NO mass or something similar… Is this true? If not, can he serve NO masses rarely (once a week)?

I don’t think this is true before or after SP, only that now he needs no consent of his bishop to say the EF. (It is no longer an “indult.”)

I see no such restrictions in the referred to document.🤷

This may be true if your priest belongs to an order. If he is diocesan, he is free to pray the TLM as he wishes with regard for the faithful. A religious priest (monk, order, etc) must abide by the orders of his superior.
 
Let’s assume he has no extra obligations regarding serving NO mass…

Yes, this can be true depending on the instructions of his Bishop. The Bishop has authority over the priest and what and where he can say certain masses. The “indult” does not override a priests duty to obey the wishes of his bishop. Which is why “public” mass is stated.

For instance, if a bishop is mindful that there needs to be an English mass, a Spanish mass and a Polish mass at one of his parishes but the priest has taken it upon himself to offer 3 Latin Masses publicly on a Sunday the Bishop could decide that the priest is not serving the needs of his parish and order him to stop.

This little nugget has been frustrating to some in diocese where the Bishops are wary of having more common EFs.

Many times a priest would have to attain permission of a bishop just to learn the EF anyway. The Bishop is sovereign. The “indult” did not remove that authority.
