Restrictions on Wearing a Cassock?

Are there any restrictions on a priest wearing a cassock in public? Someone told me that a diocesan priest could not wear a cassock at an abortion mill because pro life vigils are not liturgical events. Does anyone know the rules for this?

A blog post from Fr. Z dealt with the issue of priestly attire, such as the cassock:

In addition, the cassock is not liturgical attire and can be worn by a priest on a daily basis.
